The NIST (National Institute of Standards) has a Network Time Service (NTS) that allows PCs to sync up their internal clocks with an atomic clock, and they provide some crude but usable free software to utilize the system. It also has an ftp site with the source code for its freeware.
I would have put a different product in the freeware list, but it isn't free anymore :( . It utilizes the NTS but has a slicker interface. If you're curious about the used-to-be freeware, AtomTime98, it costs only ten bucks, which makes it "cheapware". The demo is also free and fully functional for 30 days. The NIST's NTS site contains links to other software providers that utilize the NTS system, but I can't recommend any of them over AtomTime. I found a free one that crashed my computer when my free firewall blocked it. The NTS freeware worked fine with the firewall, as did the AtomTime98 demo.
